Dear German Embassy,

We are pleased to report on the successful completion of the Education Supplies for Four Tibetan Kindergartens Project in Mangra County, Hainan Tibetan Autonomous Prefecture, Qinghai Province, PR China. With 80,000RMB from the German Embassy on June 7, 2011, and 85,460RMB provided by Demang, Serji Metok, Bon skor, and Rabgan Tibetan kindergartens, this project was successfully completed.

Prior to the project, government moved local village primary school students (grades one to six) to local county and township center schools. Basic equipment such as chairs, stools, and desks were also moved, leaving many village primary school classrooms empty. Most communities in Guinan County are without pre-elementary education programs. Locals approached government for help, but did not receive any financial support. Students find it extremely difficult to catch up with study when they directly come to grade one. Only ten kindergartens were government-supported in Guinan County in 2011; at least fifty-eight communities lack kindergartens. Each school has fifty to sixty students. The school-age children in the county suitable for pre-elementary education programs number 6,633 (3,083 children aged four to six; 1,071 children are less than four); 468 children are from the county town and 6,165 are from seventy-three villages (5 – 86 kilometers between villages to the county town). The current kindergartens enroll only thirty percent of these children.

An estimated 8.5 million children aged from 3 to 5 live in villages in West China, and only 30 percent of them are admitted to kindergartens, according to statistics from the China Development Research Foundation.[1] <#_ftn1>

More importantly, many communities lacked a qualified manager or headmaster for the kindergarten classes and lacked funds to purchase such class necessities as children’s books, sports items, and desks. Consequently, many children remained at home while those who were at school were misguided and found school and textbooks to be boring in a poor study environment.

German Embassy funds allowed FCA to purchase basic education supplies, children’s books, sports equipment, and repair the classrooms that provided a better environment for study. A Tibetan kindergarten workshop was held in Xining to train local teachers in cooperation with a partner organization. During the training program, new teaching methods both indoors and outdoors were introduced. Currently, local teachers focus on improving children’s knowledge of basic Tibetan, Chinese, songs, drawing, and sports.

FCA also placed linguistically and culturally appropriate kindergarten textbooks and children’s interest books in the project of Tibetan kindergartens.

This project established a good example of Tibetan kindergarten to surrounding communities and also encouraged local education bureaus to support similar projects with reasonable budgets to other local communities in the future.

Finally, we thank the German Embassy for this project that is greatly benefitting marginalized Tibetan children and helping them have a brighter future.
